California Legal Diesel Upgrades

Truck engines must be equipped with diesel particulate filters (DPF) to comply with California fleet rules. If you want to buy a truck advertised as “compliant”, make sure that a filter is present and not broken. Filter cores cost several thousand dollars and must meet engine approval or verification to operate legally. Below is an explanation of the CARB approval process by issuing an Executive Order or ORDER and examples of EO used in specific programs that are important for compliance with heavy-duty diesel regulations in use. D-541-18 also includes several new products and applications, including revolver performance chip, Juice with Attitude CS2/CTS2 and Duramax 2016 coverage. Banks Power is proud to announce that all Six Gun®, Economind and OttoMind® diesel tuners available for Ford, GM and Dodge pickup trucks® are now covered by the California Air Resources Board Executive Order (CARB E.O.), making them legal for use in all 50 states. To date, Banks Power is the only aftermarket manufacturer to offer a full range of emission products for diesel pickup trucks from 1998 to 2010. If your truck`s engine is not equipped with a diesel particulate filter (2006 MY engine or older), you can only equip the engine with a CARB-verified device to reduce emissions in order to comply with regulations in use (see Diesel Emission Control Strategy (DECS) below). Note that some companies advertise used equipment or CPDs and try to sell them that may not be used for a carbohydrate compliance credit for diesel engines. Used DPFs cannot be sold for reinstallation in another vehicle. Executive Orders (EOs) are used when regulations require the approval of an officer. CARB performs a wide range of activities that require the approval of the Executive Agent, so THEBs are issued for several programs. A list of programs that use EO approvals is available. The fact that a particular engine or engine part has been approved by CARB and has an OE does not necessarily mean that the engine or part is legal for all uses. Each EO program is uniquely identified for the program that issues it. CARB introduced the Diesel Emission Control Strategy to reduce emissions from existing legacy diesel engines.

Many regulations require the addition of these strategies to reduce emissions from existing engines in service. Common names for these strategies are retrofit filters, soot filters, diesel particulate filters, DPFs and many more. These filters are considered spare parts and are checked to reduce emissions. A manufacturer designs and tests a device to reduce emissions and submits the design and test information for approval. CARB issues an OE after a product has been verified to reduce specified emissions. These OEs determine the operating conditions, the type of engine and how the product can be used. As a consumer, you should understand the purchase order requirement, as failure to comply with California`s Anti-Tampering Act, Section 27156, results in non-compliance with California`s Anti-Tampering Act, Section 27156 of the Vehicle Code. To find out if a product has been verified as part of the diesel emissions verification strategy or program, you will receive the product`s EO number. If it starts with “DE”, it is a diesel exhaust gas cleaning strategy. Before purchasing, always check the “Currently Verified” website to confirm that a product is currently verified and approved for installation in your engine to comply with diesel regulations. Also use a manufacturer-approved installer to ensure that the product is properly installed and meets THE OT requirements.

California residents who own diesel pickup trucks must pass a smog control inspection. Diesel adjustment products that are not covered by a CARB E.O. number are operated illegally and result in an inspection error. Just because a device has a CARB Executive Order (EO) does not mean it is approved for all uses. The CARB mobile source program issues OOs to manufacturers to enable the sale, use or installation of engines, engine parts or engine emission cleaning equipment. Each purchase order gives its approval for a specific program, not for all programs. For example, a device approved as a spare part only benefits from an exemption from California`s anti-tampering law, Vehicle Code Section 27156. The California Air Resources Board (CARB) requires specialty parts manufacturers that sell emissions-related products for road use in California to obtain “certifications” for those components. In this way, products are given an “Executive Order” (E.O.) number, which indicates the success of emissions and related tests at a licensed testing facility. Failure to obtain an E.O. can result in fines and the inability of a vehicle to pass the routine “Inspection and Maintenance” (I&M) tests performed by the State of CA. I&M tests are also required in other states and major parts of the country for air quality.

In addition, special emissions-related parts require a CARB E.O. when registering, re-registering or transferring ownership of a vehicle. Some six-gun tuners must be re-flashed to be properly covered by the E.O. Number.
